        Town chose a system of government consisting of ministers. Experts in education, law, labor, commerce, defense, culture, and the environment recommend several candidates for each field. Then seven ministers—one minister for one field was formed through closed-door discussions between the parties related to the minister in charge at the time. That said, the identities of the ministers were kept strictly confidential, and even the President Director did not know who they were. The President Director shall designate only one person as the spokesman of the Council of Ministers.


        They were given very high salaries, a position guaranteed for almost a lifetime, and absolute power. However, the honor that could not be shown to anyone was hollow, and they must have been restless about having to live life with fake jobs and titles. What's more, the court will impose a very heavy sentence if they are proven to divulge confidential information or announce their status. That said, one of the ministers was sentenced to death in front of many people for leaking his status and anyone who was appointed a minister in his personal meeting. Many consider the punishment a warning to others.


        In anticipation of the unrest and chaos that may occur in the community, the Council of Ministers enacted something they call “Special Law” without any official procedure. Television and radio stations are merged into one, as well as newspaper offices. Lecturers, researchers, and students immediately lost their jobs because some majors at the university were removed. Many stores and companies are suddenly sealed only because of the location, type of business, or background of the business owner. However, they could not protest at all.


        When the city was first taken over, the President Director promised to accept all the natives as residents of the new city-state. However, he did not keep his promise. This is because the Council of Ministers establishes citizenship qualifications to prevent the emergence of uncontrolled cases of illegal immigrants. Even people who lived peacefully in their homes were threatened with deportation, and their property was little confiscated and made public property. “Special Law” does not prohibit this process. This process only applied to the natives and the Town was flooded with criminals. They don't have enough prisoners. The trial period was shortened and many deportation sentences were handed down for minor offences. That said, the action was taken to restore the stability of Town as quickly as possible, but still there was no change in Town after the condition stabilized.


        The Council of Ministers continues to operate in the same way. There was no information on the ministers and no news on how the new ministers would be appointed to fill the vacant positions due to illness, accidents, and other conditions, or death The only person officially disclosed is the spokesperson specified by the President Director. At the time of his appointment, the spokesman was very young, so he still holds the post today.
